Not at most places. 25 is the usual age.

Sometimes...it depends on the rental company. For example, Hertz will rent to people under 25, but there is an additional daily surcharge and there are only certain categories of cars allowed. You'll have to check to see what the rules and fees are for the rental company you were thinking of using.

USAA member? No fee for underage. Maybe other affinity groups offer the same???

Almost all places will rent to a customer 21-24. Shop. There is generally an extra charge for a young driver. Check with your employer and any organizations you belong. Some corporate contracts allow employees to use the code for leisure use, and waive the young driver fee.

I've seen some discount "codes" which don't charge a young driver fee. Instead of charging an add on fee the equivalent charge is included in the base rate. Not always a good deal.
