Camping and ticket upgrades??

Hello,
I am going to the Fort May 11-19, and i tried to use the code for the free ticket upgrade, and they are telling me that i cant use the code. They say they dont know why it wont work, but i'm wondering if its because im not at an actual hotel. Does anyone else know about this??? Thanks!!!

Disney runs the specials to fill the resorts, the campground stays full without specials. This is the reply I always recieve when I ask this question.
