California Grill Balcony for Fireworks

Can you get to the balcony that is next to California Grill to just view the fireworks or do you have to have a dinner reservation? If not, can you get an appetizer/drink at the bar and then head out there? Thanks!!

You have to eat there, either via ADR or at the bar.

Its going to be hard to get into the bar close to fireworks time. If you go right when they open (I think at 5pm) you'll have an easier time getting in. Then they'll let you back up for the fireworks if you show your receipt.
