CAA VISA* TravelMoney Card??

Has anyone used this CAA VISA TravelMoney Card before? I'm not clear how it works. I'm wondering if I can load it up with US dollars now? Could I then use it at Disney just like a VISA credit card. (I assume that if I go to an ATM then I'd pay ATM every withdrawal so I'd likely avoid that.) I don't see anything about CAAs fees to obtain & load up the card.

I asked about this card a couple of months back, and someone posted saying that they wouldn't use that card again. I guess it works like a Visa card in that you have to pay an exchange rate fee PER transaction, and it was higher than the 2.5% of a regular Visa card!!
 
I just called, and the FX fee is 5%. RIP-OFF... as stated by the CSR on the phone!
 

I am close to a border town. caa charges a fee per transactions as well as exchange. I went with the aaa card purchased with american dollars. No fee per transaction. Is going to the States to purchase a aaa card too far away for you. I would recommend it.
