Depends on crowds and what time of the day you want to ride. Sometimes it's a 5 min wait, sometimes it's 45. With shorter waits close to park opening and late at night.
Either or would be a useful FP if you plan on doing both
Just as @CAS239 stated ... You can try and time when this attraction does have a shorter wait time and not use a FP+ on it. We've done it before wishes was about to begin ... Got it in and were able to get where we wanted to watch wishes from that evening. Not the "best" but it worked for us.
We do the People Mover & COP back-to-back when at Magic and keep an eye on Buzz's stand by time while doing those two attractions. We usually luck out and get a less than 20 minute wait time doing that.
We rode it 3 consecutive times around 7pm during March Break this year getting extra FP+s. We would literally get off the ride, go get a FP+, and get back in the FP+ line.
BL had surprisingly long daytime waits when we were there- 30-45 minutes. We dropped a parade FP and used a FP for it. We did Tomorrowland Speedway early, before 10, and waited about five minutes.
