We actually booked our honeymoon before we were "officially" engaged! DH wanted to wait to formally ask me until he had the ring. However, we had picked a date, planned the ceremony, and chosen our honeymoon destination - lol.
We have happily married friends who NEVER got engaged! One day a group of us were talking about how we got engaged, and they realized they never did. They just mutually realized that they wanted to get married, started planning their wedding, went together and shopped for a ring, etc, but he never actually "popped the question." She joked that maybe someday he will ask her if she wants to marry him.
So...I guess not only do you not have to have a ring to be engaged, you don't have to be engaged to be married! LOL
I second the Netbride.com recommendation. I purchased my dress from them for my 1999 wedding and was VERY impressed with the service. I ordered my dress the week before Xmas and had it in my hands before New Years Eve!!! It retailed locally for $900 and I got it from Netbride for $325!!! It came in the desingers orig. box. I did extensive checking into this company before ordering and found that they actually have a storefront also. I believe it is in Minnesota, it's been so long I've forgotten, sorry. Anyway, I was very happy with my dress and the savings more than paid for any alterations that needed to be done.

I picked out and ordered my dress before I had my ring as well. If you are sure that things are going forward then I wouldn't hesitate getting the dress of your dreams. If you don't get it, you may regret it. Good luck and congratulations!!
Regarding flowers - I paid a nice low price for mine - and got a pretty bad job! To this day I wish we had not had the dance lessons and that I had spent more on the flowers.... this is always my advice to brides - after the big day all you have left is the memories and the photographs. Get a good photographer and make sure the flowers look nice!!!
