went to GR at the front they gave me some weird papers, no little card but about 5 papers and a yellow paper with list of rides that it might help with, my dh showed it to the first ride and it did nothing so for him that was it he wasn't showing the papers again, we wnt all day without using them, then I tried to use them at this safari ride he said it works like this, you leave and come back it 15 min. then I let you on the ride, I thought that was a little weird so we just got in line..wasn't worth it to me..

You did not say what the “GAC” was for but if it was for difficulty with waiting in their “line” configuration then it makes sense. They were just giving you the equivalent experience (having to wait the same amount of time to get into the attraction as other people) without the challenge of waiting in the lines. This is a very appropriate accomidation.

It sounds like they were using what they call their "Virtual Line Pass". It appears to function a lot like a Fastpass at WDW. When you arrive in line, they give you a "Virtual Pass" with a return time that is equal to the current wait in line. You come back at that time and board then. That is an appropriate way to deal with special needs (maybe not what you expected, by it is appropriate).

Here's some more information (with links). If you lose this, you can find it in the disABILITIES FAQs thread.
This is a link to the Busch Gardens in Tampa general page about touring with disabilities. It includes a list of attractions with warnings and at the bottom of the page, includes links to further information for guests with wheelchairs, hearing impairments and casts/braces.

If you click on the link to the wheelchair information, it explains about the Virtual Line Pass.

It sounds like they just handed you too much information without explanation - the explanation was probably all there, but reading 5 pieces of paper is not a very efficient way to give it to people.
