Budget related question about teens getting their license and car insurance.

I am in DE and have Nationwide we have a graduated license structure which my dd just got hers on Tues for the first 6 months she can only drive with us in the car and she does not have to be added to the policy after her 6 months are up and she can drive alone she has to be added as a driver and the estimated cost is 60/month because it will be 3 drivers and 2 cars after that it will deopend on what car type and coverage we decide on (collision vs Liability only) I work in the auto repair industry so we will make that decison when we get ther probably this time next year as the plan is a safe used car for her for her 17th birthday or graduation in june 2013 until then we will share
 
A learner's isn't all that bad, and having a regular license isn't all that great.

If she wants to pay the increase in coverage, than she can get her license. If she doesn't want to pay it, then don't let her get it. No reason for you to be paying hundreds for the next year when she isn't going to be driving regularly.
