Budget party favor ideas that aren't "cheap"

My DS turned 4 last month and I gave out "boo boo" party favors. I put a Cars ice pack ($2.99 at Target - the kind you freeze and they stay flexible) and a small box of character bandaids in a small bag, along with 1 pouch of Cars gummy candies. They were a hit with the kids and parents - fun and practical while not being too expensive. I spent around $5 per bag.
