I vote no. BTMRR is a people eater as far as roller coasters go for Disney so good capacity and being out at the end of the park they'll have space for extending the line.

We visited twice when both attractions were down (Aug anbd Dec) and honestly can’t say we felt it too much. We wished we could have ridden these but also understand that maintenance/refurbishments are necessary at a place that never closes. Disney does a good job of moving people and absorbing the crowds even when (multiple) major attractions are closed.

My last two trips felt emptier with BTMRR closed, and last trip was emptier without a few rounds of Buzz - both top 5 WDW rides

I always get a higher score on Buzz while my girlfriend dominates the score on Toy Story Mania haha
