Bringing uninvited guest to a party. Am I wrong?

We have only had an extra guests one time. It was a younger 1/2 sibling. It was ok that they brought her, we had extra of everything. However, she was a troubled child and stole a toy while she was there.

I did bring dd8 to a party that her little brother (5) was invited to. It was at a swimming place. I took ds to the party and MIL dropped dd off after sunday school. I kept dd with me while ds did party activities (cake, games, pizza). We watched through a window. Then when it was time to go swimming she swam with the other kids. I did ask the mother and the people at the venue if it was ok. Both said it was fine, and they didnt charge per child. I still felt very akward having to do it, but MIL couldnt keep dd, she had some where else to be. So, it was either have her join us or ds would not have been able to attend.
 
It drives me crazy when people bring siblings and expect them to be able to stay for the party. At my daughters last party-her 7th birthday- (it was a roller skating party) 2 of the kids brought their cousin who sat down when it was time to eat and ate one ofthe other kids food before they could get to the table. Another mother brought her older daughter (7th grader!) who also "joined" the party, each kid was given 2 pieces of pizza and hse went around asking the little kids if they were going to eat both, if they said no she took their other piece and ate it!! At the end of the party this big kid comes up and askes if I have a goody bag for her. I just looked at her and said "aren't you a little old tp be assking for a goodie bag". At this roller rink they ask as you are coming in if you are going to a party, and we had 18 kids invited and at the end they tell me I had 26- all the people that came with siblings all said "yes we are invited to the party" instead of just "john is invited and we have to pay for Sally" so I got stuck paying for all those extra siblings!!!!!!!
