The assumption is that yes, the bridge will be completed. We'll know soon enough.
And yes, it's very likely that during non-peak hours the two resorts (Pop and Art of Animation) will share buses. But as with at least some other sister-shares, during peak travel hours, both resorts will have their own bus routes.
I booked today at AOA and I asked the CM if I would be able to walk across the bridge to Pop since my brother is thinking about staying there and she said yes the bridge was staying. Of course, CM's dont always know everything but I am hopeful.
The bridge HAS TO connect Pop & AoA. I've been waiting for this for several years! The bridge to nowhere.....has to lead to the other resort.
I assume that the bridge cost a lot of money to build. It's a fun spot to walk and feed the turtles. I just can't see spending all of that money on the bridge - and then not using it. This would be a total waste.
