Yes, you can pay to eat breakfast in the Disneyland Hotel. You don't need to book in advance, just go straight to Inventions restaurant there and tell them you'd like to have breakfast but you're not a guest. The current price is 14 euros per adult, 6 euros per child.
you know I never asked about AP or shareholders discount, but to be honest I wouldn't have thought so, as its not an advertised meal, if you see what I mean (as in, its not advertised in the brochures or on the website that you can pay to eat breakfast in any of the onsite hotels).

Ive just replied to your question on the other thread but no you dont need a reservation - juts take your easy pass along to prove you are staying in the hotel
