"Bounce Back" free dining

Ok, I'm still trying to sort out what this is exactly. Can someone give me the specific details of this program? Is it available only to guess who stayed on site during, and only during the month of December? Or to guest who stayed on site during the fall season, or between certain months. I can't seem to find the definative source for this program.

The Bounce Back was only for people staying on property in November and December of last year and you had to make reservations for August or September of 2007 and you had to make your reservation while you were still in your room at WDW.

or at least at the resort I checked in on NYE and was heading to Epcot and my room wasn't ready. I was able to call from the lobby and book.

I've rallied some support to go on a trip to Disney world with some friends in Sept, but they only want to go if free dining is available. So, I'm waiting to see what will happen.
