Because it is new resort more rooms may have just been declared by DVC into BLT inventory so this could have possibly been one of the reasons why this poster had their waitlist for BLT come through a week before.
During peak times it can be difficult if you are trying to make a reservation at 7 month or less booking window because you will be in competition with every other DVC owner who is attempting to book at a resort that isn't their Home DVC Resort from that point on. Also, what many people think of as non-peak travel times are actually peak travel times at DVC resorts ( because of low point usage required during certain seasons, times like WDW Marathon, Food & Wine Festival ) That is not to say that Waitlists and even last minute reservations don't come through but that should not be something you should be counting on; your best option is always to book in advance of 7 mos of check-in date you would want - - - It is always best to book on the day your Home Resort Owner's Priority booking window opens ( which will be 11 months before check-in date you'd want) and this is why it is important to buy points at DVC resort you most want to stay at or better yet, at resort you won't mind having to stay it if you cannot switch to another DVC resort when 7 month booking window opens. From 11 months through 7months+1 day before check-in date you'd want you are in within your owner's priority booking window for your Home Resort; at 7 mos or < all points become 'equal' so to speak and may be used to book at any DVC resort & many owners attempt to switch to different resorts at this point or book at a resort that isn't their Home Resort so it does get more difficult from this point on.

I think it all depends on what you consider last minute? With DVC, anything less than 7 months is going to be hit or miss in terms of what is available.
However, if you are flexibile in terms of where you want to stay, you should be able to get something booked. If it is not the resort of choice, you can WL. Typically, SSR and OKW have availability as they are bigger resorts for those last minute trips.
