Booking FP+ before getting tix

We have our magic bands from our last trip. We have a room only ressie but dont have our tix yet because we are potentially getting 2 free ones and then will just have to buy two more (We are just doing one day because its a quick pre cruise trip)
Is it true that I cannot book FP+ at 60 days unless I have actual tix linked to the band?

Yes, that's true. You must have tickets linked to MDE to pre-select Fp+.
