Booking a vacation

I am taking my dd to DW for her 16th birthday as a surprise weekend, just the two of us. It will be in December, but I need to wait until September to book. Various reasons, among them waiting to see if there will be a Military Salute offer after the current one ends Sept 30th. My question is, are the room package rates, actually looking at a full non discounted package, going to stay the same or will they change the closer we get to december? Haven't decide whether to stay mod or value yet. It will be POR or POP which would u choose and why?

The room rates are set for the year, not counting any future discount offers that might be released.

Book what you can afford if you really want to go; if a discount comes out later, you can decide if you want to upgrade or take the savings.
