Yes you can, usually you can go to Disney.com and book online but there are issues with UK users accessing Disney.com just now, they say it will be resolved by mid Feb but time will tell.
Your options just now are ring Disney in US to book it or download http://www.hotspotshield.com/ it hides your location so Disney.com does not know you are in UK. You should be able to access Disney.com then.
I don't have the exact address for DME, maybe someone could post it for you.

Here's an explanation of what to put in. After the "wd" on the address try typing in the following "w/reservations/dm" and then the rest of the address joins on at the end starting with the "e" straight after the "dm"

I was interested in booking this too, but if (as a Brit) you have to collect bags at immigration anyway, is there much point in giving them back to Disney to send them on separately? Do most non-US travellers just keep their bags and take them on DME?

I was wondering that too, we are going to use DME but i thought if i gotta go and fetch my bags i might as well just take them on the bus with me to the resort hotel save waiting 3/4 hours for them to come later

You have to go through immigration then collect your bags and go through customs with them and then you choose put the cases back a belt and let disney get it or take it with you. I have always chosen to let them get it is more easy than lugging you luggage to the check in desk and then to your room.
