The California Grill will totally work with you. They are great. What you need to do is get past the WDW gatekeepers and talk to someone directly at the restaurant. Try calling the restaurant directly the night before you are set to go there. You can get the number from the Poly conceirge, or someone on this board may have it. Find out what time the first PS is, and call 20 minutes before; tell them you'll be there the next night and will be proposing.

Another option, if it's really important to you to do it during the fireworks, then make your PS for about an hour ahead of when the fireworks were the year before. If you finish dinner, just sit in the lounge and have a drink. The lounge has the best views anyway, or at least as good as anywhere else in the CG. You can always just sit at the bar having drinks until the fireworks start and then walk out on the terrace and do it there. It actually would be a good spot. Can you go the night before to check out the layout? Just tell the checkers in down at the second floor that you want to go up for drinks; they'll let you up if you're persistent.
 
Ive been to the Cali Grill before and I pretty much had the idea down. Though now that my parents are celebrating their 33rd anniversary with us I think Im going to change the plans a bit. Their anniv. is on Friday so I figured I'll do it on friday as well (makes it a bit more special, me thinks).

I'll let you guys in the plan as of now...critique if you must but I'm feelin pretty confident about this. We're going to do Illuminations friday night and then head back to the hotel. Will pass by the room and grab a basket with wine/snacks and our two favorite people sorcerer mickey and minnie. I am going to tie the ring on Mickey's robe (as seen below)

and then while we sit on the beach with our basket (with the slight possibility of catching wishes) I'll have her take him out. Once she notices Mickey is a bit heavier than normal and sees the ring...I think it'll be pretty much self explanatory...if not I'll throw in a "so how bout we get married or something?" but I think she'll catch on. :)

I am going to setup the Polynesian so that they'll have some champagne ready for us in the room when we go back...that should top it off!

Next evening we're going to meetup with the parents and hit up California Grill for a special dinner to celebrate a marriage that has been and a marriage that will be.

As for my parents, on Friday night (the night of their anniv) theyre going to Arthurs 27 (recommended by my brother) I am going to have the Swan (where theyre staying) setup a little champagne and choclate covered strawberries for when they get back. Im also going to have them deliver a Christmas Mickey and Minnie as a gift from me and the lady.
