BOG PPO and Early Morning Magic Able to Roam?

They just announced July EMM and moved them from Saturdays to Sundays. I have a BOG PPO on a Sunday in July. I know how it affects 7DMT. There's a lot of info on that. I was mainly doing the breakfast, so that I could get pics around the park, not just the castle, after breakfast with lower crowd levels. Are they letting people roam around any of the park? Or are people held at BOG or the 7DMT standby line? Thanks
