I will be traveling to Disney in early April with a friend whose knees give her problems. Although we might end up renting a wheelchair for some of the time, most of the time we will be walking.
My biggest concern is with the boat rides, such as at Norway and Mexico. There did not appear to be an easy way to walk on these rides and I know from experience that stepping onto the seat and then down is a little tricky.
Any suggestions, because I think she would really like the Norway ride.
 
The Mexico boat ride at least, has a wheelchair accessible boat.

Confirming what Andrew said.
The boat ride in Norway does NOT have a wheelchair accessible boat. You can bring a wheelchair into the boarding area. After you get on (which does involve stepping down, as you thought), the CM will move the wheelchair to the exit area. We find the harder part with our DD is the getting off part. It's a rather large step up to get out.
The other boat ride that I can think of offhand is Pirates. That also doesn't have a wheelchair boat, but you can bring your wheelchair in line with you and the CM will fold it and put it on the boat. A long step down to get into that boat too.
