If the older individuals need a wheelchair or ECV, you may not want to stay at WLV. Depending on the water levels, you may not be able to get on the boat.

We normally stay at BWV, and have never had a problem getting Mom on the boat. There is a portable ramp they can put near the boat to assist. In October, we were at WLV and took the boat to MK. I'm not sure they even had a ramp....it was not offered. The water levels were fairly low, so it was quite difficult getting the wheelchair on.
They do have a ramp at WL, but sometimes the difference in water level between the boat and the dock is to large for the ramp to help. When the water level in Bay Lake is low, the boat floats lower than the dock. When the water level is high, the boat is too high. If it's a small difference, they can sometimes make the boat accessible by using the ramp or doing things while loading - like if they need the boat lower, they can load the wheelchair after the other guests (the weight of the guests makes the boat lower in the water).
The boats at Epcot are not a problem because they can change the level of the water by letter more or less water into the canals that feed the "rivers". Bay lake is too big for them to be able to affect the water level.
 
Sometimes when there is a real bad bus trip like MzzBuzz had, it is because something isn't right and that same ride isn't likely to happen again. A driver can make a mistake or Disney tries out a new route or they are covering for some equipment problem. I've had some real crazy experiences on Disney buses that aren't regular routes, just something strange happening. The trip where the bus driver drove right past the entrance to BW and continued on almost to All-Star before he listened to the passengers comes to mind. As does the driver who seemed to confuse POR and OKW -- or maybe he thought we all wanted a scenic tour on the way home. ;)
 
I think the best resort to stay at to get to the MK is WL IF you catch the boat on time. If you just miss it, you can have a 15-20 min wait and then a 10 min actual boat ride, so it can end up being 25-30+ min to get there. I've stayed at the WL 4 times in the past, but never checked if they have any sort of written boat schedule so you could time your walks to the dock ? Anyone know ? So, if you can get the boat as it's coming back to the WL or loading, the trip to MK is quick, easy and scenic . Otherwise, it's taken me in upwards of 30+ mins to get there. I've gotten to the MK from OKW (start to finish) in about 20 min (again IF I catch the bus as it's coming......meaning no wait time).
I have no experience with the bus to the MK from BWV except for one night when we did an E-Night in Aug '03. We had a 20 min wait and it was about 15+ min to get there, so it took about 35 min total. I'm not sure if we had just missed a bus or not. But when we got to the bus stop there was noone there so I think we may have missed one ? Then again, this was an E Night so I think the busses concentrate more on getting people out of the parks, as opposed to getting special ticket holders back into the parks.
