Boardwalk/Epcot: Before park opening.....

We'll be staying at the Boardwalk Inn, and I have a question. I want to get to Epcot before opening at 9:00am in FW. But WS doesn't open until later.

So can I still take the boat from Boardwalk to Epcot? That'll drop me off in WS. Is it ok to hang around in WS until rope drop in FW?

You can enter through the WS entrance at the same time as the front entrance to Epcot. They will have the bridge into France roped off, and a CM directing you to go through The UK and Canada pavilions to get to FW.
 
It's really faster to just walk from BW to the International Gateway, especially in the morning. A very pleasant way to start the day. As has been said, you won't be able to just hang out in WS. There are CM's who will keep people moving pretty much. But, it is nice to be able to walk through that part of WS without the huge crowds around.
 
I would only take the boat if you have a lot of time. The boats start running very early but they are slow. The Boardwalk area is great in the morning. Very peaceful and relaxing. It's great to take a relaxing walk around the lake.

As others have noted, the entrance at the International Gateway opens the same time as the main entrance of Epcot.

I was at BWV last week, I usually walked. The only time I took the boat is if it was right there when I came out.
