What is the minimum number of points that someone who is not a DVC member can buy and how much is it per point?

You can buy a smaller contract than 160 on resale, and then buy a smaller amount of BLT points once your resale closes and you become a member (I think they're still doing 25 point add-ons). My resale took 5 1/2 weeks from start to close. A direct purchase from Disney is almost instantaneous for when you can make a rez.
