BLT 2012/2013 Points Chart Question

I am a little confused about something. I was under the impression that although points can be reallocated on the charts from year to year, they should add up to the same number. Well, in checking changes between 2012 and 2013, I was only able to see points go up in about half of the categories but none that went down to compensate. Am I missing something?
