Black light and fog machine help

I'm making a Jack Skellington for Halloween (link in my sig. if you're interested.) I was originally going to use a spot light to light him up, but couldn't find one that worked. I did find a black light that would work, the only problem is I already painted him with regular acrylic paint that will not glow under black light. Is there an easier solution than repainting him? Is there a spray or something that I can use to make him glow?

I also wanted fog around him. I bought a fog machine and fog solution at Target, but I don't like the fog. It's more smoke than fog and it goes up pretty fast instead of staying near the ground. I want fog that is fog and stays near the ground. Is my problem the solution, the fog machine, or do I have an unrealistic idea of what a fog machine will do? I thought about using dry ice, but Jack is made of Styrofoam and I'm worried that would damage him. Is there better fog out there?
 
I can't help you with the black light/paint issue, but I can with the fog machine. We have a fog machine as well and you should know there are two solutions to choose from for your fog. There is the general one which billows up and fills the room, not to mention triggering all your smoke alarms. Then there is a denser one that just lays low across the floor. I saw this second one for sale at Party City but didn't get it as I have lots of solution from last year and a jug of it was going for $19.99. It was a little more than I wanted to spend with all the other decorations I was getting. I want to say this is a newer solution as I have not seen it in years past.
 
They actually make a blacklight hairspray, along the same lines as the silver/gold/purple type you find this time of year. I've used that with some success to allow painted surfaces to show up.

As for the fog, another factor may be the ambient temperature. You sometimes need to run the fog through some sort of chiller to get it to lay close to the ground, especially if the ambient temp is fairly warm. When you google fog chiller, you'll find countless suggestions.
