Is it odd to tell them were celebrating daughters 9th birthday a month before her actual birthday? We dont want or expect anything free but daughters birthday is on 12/19 and its to close to Christmas and higher than normal crowds that she doesn't do well in to bring her to Disney for her actual birthday.

I don't think so. It's not like you're celebrating a birthday 6 months away or something like that. I think a month away is a reasonable celebration time frame and, you're right, that late December time is crazy! I say go for it and enjoy!

Not at all. She will have a great time, make sure to get a birthday button.

Ditto!

And wear the button for your whole trip. And note it on all your reservations. She might get a free small cupcake or at least some singing at restaurants. :)

My birthday was last week and I'm leaving in 12 days. You can be sure I will be celebrating my birthday there ^_^

Have at it! We go to Disney each year for either DH's or my birthday. My bday is August but neither of us can travel then, so we typically go in September or October and that is my birthday gift trip. This year we are going in December, arriving the day after D's birthday.
