Best water park for 4 year old

We will be there the last week in August with our grandson before he starts kindergarten. Thinking about a water park, thoughts on which one has the better kiddie areas. He LOVES the water but he's on the smaller side and cannot swim independently.
 
Both have great areas for kids but at that age, my choice was BB but you really can't go wrong with either. Disney also offers complimentary life vests so if you choose to go into the TL wave pool towards the edge, he could wear that to ease your mind. The waves at TL are intense in the wave pool until you get closer to the edge and even then there is some undertow.

Because the waves can be pretty strong at TL, I would recommend BB.
I have to agree with @scrappinginontario, and @Mle8308 on suggesting BB due to the way the waves happen in the main pool.

The waves at BB are normal rolling waves like any water park. TL has Surf waves every 90 seconds for most of the day. For example in a 7 hour average the Surf waves make up more than 5 hours and normal rolling waves only make up about 1.5 hours of that average.

Which ever make sure you put a life jacket on him…. There is a lot of concrete at both and always a line at first aide for minor scrapes. The life jacket besides its intended use provides padding. BB has a LOT of stairs. TL the first few feet of the wave pool is somewhat rough concrete.
