Best time to call Customer Service?

What is the best day and time to phone the Call Center for general inquiries that would have the shortest wait time? I know not to call first thing in the AM with people booking ADRs. Also do not call on the first day a promotion (free dining) comes out.

Isn't there a separate line to make general inquiries? WDW-DINE doesn't do anything but make restaurant reservations and WDISNEY makes and changes resort reservations. They are two separate systems. Neither is good at responding to general questions.

Use www.disney.com for general inquiries, when possible.
Calling the DRC to see what time the 12 o'clock parade starts (yes, people used to ask us that) makes the wait time so much longer for folks looking to book.
