Food quality and service are most important but good atmosphere would be nice to.
 
More information please? The food in WS is ethnically tied to the country you are in. So if you don't like Mexican, don't eat anywhere in Mexico.
Do you love Italian? Do you hate spicy food?
Each area in WS (Except America for some weird reason) has a good (subjective) TS restaurant. They all also have some unique atmospheres. Not everyone likes loud so stay away from Via Napoli or Biergarten.

La Hacienda de San Angel is always a favorite WS TS meal for my family. It's a quiet, more low-key restaurant with a wonderful view of the lake and great food.
 

We've always enjoyed food and service at Restaurant Marrakesh in the Morocco Pavilion.
 
We always do Rose & Crown and schedule the meal for after 19:00 hours. That way we get a very good meal and a place to watch Illuminations from.
 
I'll second both Spice Road Table and La Hacienda and add Biergarten. The first two are good if you want quiet and low key - they're both lovely inside and have nice lagoon views. Biergarten is good if you want a show with your meal.
 
Food quality and service are going to be the tricky parts. We have eaten at just about every TS in WS with the exception of Germany and Italy(we aren't fans of the shared/loud experience at Germany and my son isn't a fan of Italian food) and have had good and bad luck with those. We have found we have had consistently bad service at Chefs de France but the food is pretty good. The tables are close together and it can be noisy but we go about every 4th trip because the food is actually good. We have lately had bad service and lackluster food at San Angel Inn inside the Mexican pavilion, which is sad because for years and years it was a must do for us. The atmosphere is good and bad, it's very intimate with the low light but again the tables are close together so it can get loud. We had decent food but some of the worst service we have ever had at WDW at Rose and Crown during the week before Christmas, it wouldn't stop us from trying it again some time later but it will stop us from trying it again for the next few trips. The atmosphere is great, old English Pub like and there seemed to be plenty of space although it can get crowded and with the bar being close can get loud. We love Spice Road Tables, it's one of the few TS restaurants we repeat often. The inside is fairly small but there is plenty of space between the tables, nothing to write home about as far as atmosphere but sits right on the lake so there is that. We love the main restaurant in Morocco, we have always had good service and good food there and the belly dancer is fun - the food might not be to everyone's taste though. It is fairly large but we have never seen it crowded and the atmosphere is great. We like the food and service at other other restaurant at Mexico, have never had bad service or food there. Pretty good space on the inside, like Spice Road Tables nothing to write home about as far as atmosphere but again on the lake. We are o.k with both at the restaurant in China but the food isn't any different than we can get at home. It pretty much looks like our local Chinese restaurant as well but never crowded. We haven't eaten at Norway either but we don't do buffets. Chef Paul's at France was a big disappointment for us, the food was o.k. even good but the service was pretty bad the night we were there. I don't know if that's consistent or just our luck since it was late and the week before Christmas so crowded. We probably won't try it again because frankly we can get good food and better service elsewhere. It is upstairs and pretty intimate but since it is upstairs you can see illumations and if you are sitting at a table by the window you will have people standing over you. We found it kind of loud and quiet at the same time, there was a woman having a great time on the other side of the half wall from us and the entire place reacted every time she laughed. We have eaten at Le Cellier a few times but weren't as wowed by it as others, it was o.k. but after a few times, no something we will repeat. The table are close together and it can be loud. We like the hibachi restaurant in Japan, good food and service but nothing any different than you can get here at our local one. We haven't tried the other restaurant in Japan because I'm not a big sushi/seafood fan.
 
Marrakesh was fabulous when we ate there in December, for food quality, ambiance, and service all. Although I've not been to Monsieur Paul since it was changed from Bistro de Paris, Marrakesh has been a clear cut above the other WS restaurants for us. Teppan Edo is also very good if you don't have a nice hibachi to frequent near home. Rose & Crown has been very reliable for us as well.

This seems to be consensus regarding San Angel Inn, and why we have not been back there in years.

Sorry about the lack of info. We like most types of food although probably nothing in Morocco and nothing to spicy. Probably wouldn’t want to be somewhere to loud since it’s 2 adults dining.
 
Good luck, everyone will have different opinions based on their tastebuds, their quality at home, their expectation for atmosphere etc.

Such as I don't ever eat at the Mexican or Chinese restaurants since there are a million good ones at home. I've eaten at 2 of the 3 Japanese restaurants and at this point no way I will waste my time at number 3. We have eaten at one French and it was fine, good food, nothing special. Folks ate at fancy French, big bill, but they enjoyed it (and they've been to France many times). I've never eaten at the Italian even though I love it, but I have some favorite spots at home .. again no real theme there to draw me in. We love Biergarten, the atmosphere is excellent and we enjoy the food. We love Spice Road and Marrakesh; excellent food, atmosphere, service and we feel it is very authentic. Rose & Crown is good but a wee bit overpriced with no real atmosphere. And we'll pass on Askershus, a few times when kids younger was enough, nothing to write home about. LeCellier is an overpriced steak house where you sit 6" from your neighbor.

BUT ............ many folks love ones we pass on. Depends on your likes!!

My favorites are Chefs de France and the Biergarten, but my advice to you is to choose a place that either serves your favorite cuisine or serves a type of food that you don’t get much of at home.

BEST place? Shula's, Dolphin. Take IG boat. You will be VERY pleased :). Just get out of the park.....

All personal opinion - I'm not necessarily right, no one else is necessarily wrong.
 
Thanks to everyone for all the great input. Been to Rose and Crown and Chefs de France both were enjoyable. So thinking we’re gonna try Spice Road Table or La Hacienda.

My favorite restaurant at Epcot is nine dragons in China. We have chinese at home but we still thought the food there was different than what we have here. I liked everything I ate there and I also liked that it was quiet and away from crowds.
 
Chefs de France always good.... Le Cellier not what it used to be especially the price, Nine Dragons is great if your into Chinese food
