Best pasta

I would have to suggest Port Orleans Riverside counter service location. You can make your own pasta with 3 sauce choices (alfredo, marinara, pesto) and a bunch of toppings to add (olives, broccoli, peppers, etc). We don't eat TS so I couldn't recomment a place for that.

Ouch that is tough. Tutto Italia in EC is really good. One of my new favorites at WDW.
 
Il Mulino, at the Swan resort. (It should be noted that Swan/Dolphin restaurants do not accept the Disney dining plan; they will also not accept Disney room key charges, Disney gift cards or Disney Visa reward dollars. Il Mulino will accept Tables in Wonderland, however.)
 

What is the best pasta place outside of the parks?

Inside or outside of the parks, doesn't matter. It is Il Mulino and this isn't really subject to debate. Most food questions can only be answered with opinions, but there are a few "absolutes" when it comes to Disney dining. One is that Victoria & Albert's is the best fine dining experience and another is that Il Mulino has the best Italian food, including pasta.

I've got to second JimmyV on this point. I'm a pretty decent amateur chef and love making my own pasta, and having eaten at every joint in Disney over the decades, Il Mulino wins going away. The old Alfredo's had some winners, and Tutto Italia has some great dishes (especially the fried zucchini blossoms), but top to bottom, Il Mulino is a superlative experience.
 
I actually really like the side dish at Mama Melrose that comes with the steak, it's a four cheese type of pasta. Opps didn't read outside of parks
 
Il Mulino is definitely the best. Portabello Yacht Club at DTD is a far 2nd.
