Best micro SIM card for Italy & Germany?

For those that have traveled to these countries, any suggestions on the cheapest & most dependable cell phone coverage? My daughter will be studying abroad next semester for 3 months in Italy, and Germany in the Spring. She has a Verizon iPhone that I can ask for an unlock and an ATT iPad. The school recommends some company that when I looked up reviews online, they weren't very good. I found Telestial offers a reasonable rate and was told I could use the same microSIM for both devices but I'd like to hear from actual experiences. Thank you.

I would just buy an unlocked GSM phone here and then buy a cheap SIM card when I get to Italy/Germany. They are sold everywhere including the airport.
