Assuming you mean on Disney property, there's not a lot of choices. In Epcot, San Angel Inn (inside the Mexico pavilion) gets poor reviews. The new La Hacienda (on the edge of World Showcase Lagoon) re-opened recently and gets better reviews.
San Angel Inn gets some bad reviews, but my whole group loved it! The tortilla soup is awesome, IMO. We're going back next month and a friend's only request the whole trip is that we eat there again -- he loved the crab cakes that much!
We enjoy San Angel very much, go for dinner every trip, the atmosphere is special and we enjoy the food very much. Like most places in DW, the food may not be like you get in your home town, be it Mexican, Italian, or... otherwise, but we always look forward to San Angel.
We ate at La Hacienda the day it opened, and it was one of the best meals we had during this year's trip. It's more of an authentic mexican menu. We love, love, loved it!!! FYI, ask for a window seat if you can, the restuarant has a beautiful view!
We ate at La Hacienda de San Angel on March 5 and the food was fantastic. I have a more detailed review in my Dining Report, but the grilled tilapia was amazingly good.

So you are saying that it is counter service by day and table service by night?? If that is the case, what would the cut off time be for lunch and dinner?
