Tough call, we love both resorts. Skyliner aside, they are both centrally located and have quick commutes everywhere. CBR feels larger since CSR has the bridges cutting across the lake making for easier walks around the resort. At CBR, there is no one section or building that is centrally located to everything - you're either close to the Skyliner or close to Old Port Royale. Not both.
In normal times, we find CBR to be more relaxing. CSR caters to business travelers. As someone who travels for work, it burst my little vacation bubble being around people on conference calls and laptops while eating breakfast. I prefer being around like-minded vacationing families. In normal times, CSR does have more amenities and dining options making for enjoyable resort time with more options than typical, but CBR also is an easy walk to Riviera for the same.
In the current environment, CSR is only utilizing the tower and Casitas and the food court is not operating. They're also not selling reusable mugs. If the food situation is not a deal breaker, it would be fun to use the pool at CSR with such limited capacity. We just returned from a week long stay at CBR and while it was not particularly busy, it felt like all the sections were operational.
So, for me, I guess I would base my decision on when you're going!
