B& C is one of our favorites. It's like an old fashion ice cream soda shop so the dining menu is very limited. The wait can be very long because it's small but generally I go off hours (say 3:00 pm for a late lunch) and not had to wait more than 30 minutes.
It's a great spot for a burger/sandwich dinner. Very hard to predict the wait because it is so small. Like OP said, go off hours--maybe between 3 and 5, for possibly a short wait time. I should mention that the portions are large and we sometimes have to forego the ice cream if we eat dinner there since we are too full for the major sundaes they serve. You might want to split a meal so you have room for dessert.
My family and I LOVED it there. We arrived around 6 PM mid-week and got seated right away as there were seats right up at the counter. We found their burgers and icecream Sundays to be the best in all of WDW. We are going again this August, and my DS wants to try The Kitchen Sink (an enormous icecream dessert that contains 8 flavors of icecream and all of the toppings they offer..and an entire can of whipped cream). It comes in a large bowl that actually looks like a kitchen sink..with a faucet and the knobs!! Of course, he'll get help from the rest of us in our family.
We think the food is meh..The icecream is the draw here. The waits can be ridiculously long during meal times( over an hour ) and after Illuminations. Go during off times.
