Kids are welcome. You must be a DVC member staying at a WDW resort. They check member cards and magic bands before allowing access to the elevator. No reservations.
And if you're not a DVC member and don't want to dine at California Grill, there's a viewing platform on the fourth floor of the Contemporary tower. It's at the opposite end of the concourse from Chef Mickey's.

No, member staying on points or cash at a WDW resort. When it first opened, you had to be staying at BLT on points. I assume they expanded it because they were not getting enough business. Restricted to those staying at BLT on July 3,4 and December 30,31.
