I am considering purchasing DVC and want to make sure I understand correctly. If at 11 months I made a reservation at BLT for 241 points (using current and banked from prior year points) and at 7 months I decided to switch to say the Poly for 227 points, would the 14 points from my current year I'm not using anymore be able to be banked to the next year?

If you are still within your 8 month banking window. That's why the correct UY can be important.

Banked points are used first (so long as the points are banked prior to making the reservation), so the difference would go back into your current UY Points and could be banked into the next UY. So yes, your example is exactly how it would be.
