Banking/Borrowing question

I believe I know the answer to this but I'll ask anyway. We banked 18 pts into '08 but now we may need to borrow from '08 because our ressie may change and we need more pts. We have 200 pts. + 18 banked coming in '08. The maximum pts we can borrow from '08 would be 200 because the 18 banked cannot be taken back, correct?
