It looks like the cost is $15 per bag, so if we bring two bags is that $30 each way or just one way. Do you have to add tax on top of that/

That is each way.
I don't think there is any tax, I don't remember paying tax anyhow.
You pay it at check in each time.
 
Accrding to the info on Airtran.com, reservations made after August 17th is $20 per person, one way. So if each person has 2 bags the cost would be $40 each way or $80 round trip. If you made your reservation prior to August 17th then the fee is $15 per person each way. I do not think tax is added, you add the luggage fee after the cost of the flight with fees and taxes are added.
Car seats can be checked for free.

They allow 1 bag per person at the $20 rate. The $25 rate applies if there is more than 1 bag per person.:)

...but they are still subject to an oversize/overweight charge, if applicable.

Our MacLaren Volo stroller was 1" too big and therefore considered "oversized". The $20 checked bag fee did not apply, but the $49 oversize fee did! I chose to gate check it instead, no charge. This was only slightly more inconvenient because I had to lug it through the airport (it was packed in a travel bag), but it saved the $49 and I had it right away when we landed. I actually wanted DME to take it, but it worked out OK. You can also gate check car seats at no charge as well.
