Backless booster as carry on

Can a backless booster be taken as a carry-on? We’re looking at potentially a tight layover in Atlanta and would prefer to not have to gate check it, if possible. This will be our son’s first time on an airplane, so this is new territory for me!
 
It can be carried on and does not count as a personal item or carry on. My kids always take theirs plus a carryon and a back pack. This is SW is that matters. But have also done it on Frontier
 
Just a thought, maybe take a mi-fold instead? Those fold up pretty small and fit in our carry-on.

I'd probably want to put the backless booster in a bag, just for ease of transportation.
 
We flew Delta last year and we carried it on without any issues. The booster fit fine in the overhead bin.
