So in all of our trips we have never used baby swap but I thought I knew how it worked. I thought the child had to be too short to ride in order to qualify. At a discussion at a part last night a family member told us a ex-cast member said any age child afraid to ride could use it. Checked the official site and indeed it seems to suggest that is correct. So.... what is the true story???

The website does say that. In practice in the park, it's very often denied. Could you fight it? Probably - but it'd be more trouble than it's worth, IMO, to have a manager called, etc.

There are a lot of inaccuracies on the website. I just toss this up to one of them. You can always try - never hurts to ask.

I think the true baby swap is only generally given for kids that are too short. Although it never hurts to ask!
If you have someone who is afraid to ride, they'll let that person walk through the line and take the chicken exit and will sometimes let the parents do a handoff backstage somewhere if needed.

Our DD is tall enough for everything but won't ride anything. A few rides have given us the paper Fast Pass (I think Everest and Space Mountain), but typically they have us wait by the exit and then take turns riding.

I think it depends on the cast member, and the ride. If you are talking something scary like Everest and your kid is just tall enough, but doesn't want to go, I bet there is more leeway than say at Soarin which isn't scary at all.

DD (7) has a complete freak out while boarding 7DMT. No idea why, overtired maybe? She had already done some of the more intense rides and seemed OK. Anyway, they let my husband and DS (4) ride, and then gave us 2 fast passes so I could come back too.
