Not necessarily, airlines will configure the same aircraft very differently. For instance, Frontier's A319's have no first class, United's have 2 rows of first class, Northwest's have 4 rows of first class. Generally, the last row before the exit row doesn't recline or has a limited recline, and the last row in the plane may not recline either.
The last row before the exit row:
Frontier - 9
United - 10
Northwest -8.
A few points to remember no matter what the plane:
1. Last row before an exit row generally doesn't recline, or has limited recline.
2. Last row on the plane generally doesn't recline, or has limited recline.
3. Exit rows generally have more legroom, but many times are reserved for "elite-level" frequent flyers on airlines with advance seating assignments. (On Southwest, they're first-come, first-seated.)
4. Bulkhead rows (those with no seats in front of it) generally have no underseat storage, and may be slightly narrower since the tray table in the seat's arm, not on the back of the seat in front of you.
