Avis or Budget At Port

Which one would I have a better chance of getting a minivan at Budget or Avis in Port Canaveral? I have been to Budget and heard them tell people in front of me that a van hasn't come in yet so they can't rent it to them because they only have limited numbers of them. Does this happen often?

We are coming back from the 14 day cruise so we will have lots of luggage (probably 6 suitcases and a stroller not to mention souveniers) and I want to make sure we get a minivan so it fits.

On our last cruise we got a minivan from Avis. We had no problem. In fact I noticed several minivans on the Avis lot.
