Availability to public vs. DVC members

I was looking for a Studio for Nov. 28 to Dec. 3. Someone is trying to help me by renting me points but says no studios are available at this time. Meanwhile, I called Disney to check availabilty for Moderate as another option. When I told the reservation clerk that I really needed a fridge, she said the home away from homes might be a good option. She checked and told me that studios were available for these dates at WLV, BCV and OKW. What's the deal? How do reservations work? I'm totally new at this and have no clue. Any information would be appreciated.

Disney retains 2-4% of the rooms at each DVC resort (these are used to maintain supply for refurbishing when necessary), so they do have a small inventory of rooms themselves.

In addition, when a DVC member uses their points for a cruise, a stay at a non-DVC resort or other program, those points are converted into room availabiity at DVC resortsvfor Disney to rent thru CRO and WDTC.

There are certainly times when there may be no availability for point reservations but cash reservations are still available.
