Automatic 18% gratuity added for parties of 6?

I had to make a call today to change an ADR for over the Christmas holiday. The CM told me that there is an automatic 18% gratuity added for all parties of 6 or more. Is that something new? I asked him about the dining plan and also about buffets. He said that if you are on the dining plan you will receive a bill for the gratuity. Generally speaking, I tip 20% anyway, but I was not aware of this policy. Maybe it's always been this way??? The only problem that I see is if you would get crappy service and want to tip less???
