Aug AP Rates

Hi, does anyone know if they have offered AP rates in Mid August before or if there is a way to look that up? I have heard that there are times that rates go as high as 45% off? Also, do you think that if I have a reservation already that it hurys my chances of getting a code or is it done randomly?
