Atlanta traffic update from Georgia Navigator:

BEAM SETTING
8 pm Fri. - 5 am Mon. July 24-27: Three lanes of I-75 Northbound will be closed at the Brookwood Interchange. All I-75 Northbound traffic must use HOV lane. Severe congestion is expected on I-75/85 Northbound from I-20. Motorists are urged to use I-285 or other routes instead.

RESURFACING
Next 10 weekends through September, weather permitting: Major lane closures on I-75/85 in both directions between 10th St. and the Brookwood Interchange. EXPECT MAJOR WEEKEND DELAYS through September. Motorists passing through should use I-285.

To answer your question, on Sunday you should be fine, even with construction in the northbound lanes. Stay in the HOV lane all the way through town (it will look like it is veering off as you approach the 75/85connector, but just keep following the signs it swings you onto the connector HOV which is still 75). Just keep up with the car in front of you and you will be good to go

A little OT, but first time I drove in Atlanta, I was doing about 80 on the highway, and people were passing on the left and right at about 90 - 100. It was insane how close they were following to each other too.

I'm from NY and travel to NYC often and can deal with traffic, but lets be honest in NYC, getting above 30 on a highway is impressive due to the sheer volume of traffic in such a small area.
