Straight out of today's daily email announcement:
Students are reminded to dress for the cold weather. As a general rule, students will remain indoors if the temperature is below zero Fahrenheit or the wind-chill factor is 10 degrees below zero or less.
Yeah, we wouldn't be outside much if we went with the 32 thing either! Although this morning it was -13 with the wind chill, so they didn't have to wait outside before the bell at least, but I'm sure it's warm enough now at recess time! Yep, just checked and the wind chill is a balmy -3 so I guess they can go out and play!

Our school's recess is right after lunch, and they only have about 20 minutes for recess. I can't imagine the teacher dealing with second graders' snowpants and boots!
That just seems so sad for the kids that they basically never get to go outside and get some fresh air and exercise. I think you also mentioned the girls have to wear skirts? That seems crazy in MI! What strange rules your school has 
No recess?!?
