At what point can you no longer change a FP

Before or after, any time until park close, as long as not used.

Unless this glitch has been fixed (and it may have), you can also "switch your FP+" up to 60 seconds AFTER you have used it to scan in at the ride's first scanner, thus essentially creating endless stacked FP+, one after another.

Would be interested hear if this loophole has been closed.

That explains why my App takes 60 seconds to open

That was closed last year.
