Not exactly sure as to exact timing (I'm not down there), but it should be sometime this week according to the Disney Parks Blog post.

Is it only served at Artist's Point or might it also be served at the California Grill?

We were at the California Grill last night, and they had Columbia River Salmon, but not Copper River Salmon.
